National Action Programme to Mainstream Climate Change into Ghana’s Development

Climate change is now a scientifically established fact. The exact impact of greenhouse gas emission is not easy to forecast and there is a lot of uncertainty in the science when it comes to predictive capability, but we now know enough to recognize that there are large risks and in fact potentially catastrophic ones.  Therefore climate change demands urgent action now in order to address a threat to at least two constituencies with a weak political voice: the world’s poor and future generations.

Vulnerability and adaptation assessments carried out by the Environmental Protection Agency under the Netherlands Climate Assistance Programme have clearly demonstrated that Ghana’s economy will be adversely affected by climate change since it depends on sectors that are predominantly susceptible to the impacts of climate change.  However, efforts by Government to ensure that the Ghanaian economy is climate proof have been unsuccessful due to limited capacity both technically and financially.  Mainstreaming climate change through the existing decentralized administrative system is seen as the surest way that Government could effective cope with the eminent of threat of climate change.

Objectives
The overall objective of the AWP is to provide a mechanism for translating the HDR 2007/2008 into national action programmes in Ghana and above all assess ways and means to strengthen UNDP’s contribution to climate change interventions in Ghana.
Four specific objectives are envisaged

  • To support the dissemination of HDR 2007/2008 to broader stakeholders in Ghana and seek their collaboration in translating the HDR into national action programmes
  • To support assessment of the impact of climate change on the Ghanaian  economy
  • To strategically place climate change on national policy agenda
  • To ensure implementation of HDR recommendations
The Project Objective The over all objective of the programme is to use the 2007/2008 Human Development Report (HDR) as an entry point to dialogue with broader stakeholders in Ghana on climate change. In collaboration with UNEP, UN-Habitat and other partners, the programme will also support national capacities to mainstream climate change into national/district development frameworks.
